Frank graduated from NCAD with a first in Sculpture. He won a scholarship to the Brooklyn Museum Art School, New York under Japanese sculptor Toshio Odate. He subsequently trained as a Scenic Designer at the English National Opera School, London. He worked as an international, award winning designer until 2000. Since then he has devoted himself to his Visual art practice,

His art work has been seen at Eigse, Ev+a and RHA Summer shows. He has exhibited in various Irish galleries including Kilcock Art Gallery, Kennedys Gallery Dublin, also, Kilkenny Art Gallery, The Secret Garden Gallery, Thomastown etc. Also Three Friars, Paris, Nielson Gallery Andalucia, Centre d'Art i Natura de Farrera and Cartamen Internacional Cadiz.

He has exhibited at Sculpture in Context, National Botanic Gardens where his piece 'Dragon Fly' won second prize in 2020 and The Mill Cove Gallery award in 2021.

By reusing various materials and found objects Frank strives to make his art a sustainable practice.
